If you have a Buggy Whip brand whip with a bulb shield on it (the bulb sits down inside the shield) this is the chrome cap that goes on top.
When you turn on the light, the cap forces all the light out the sides of your shield and the little holes too.
This effect makes your light brighter since the light isn't just going straight up into the night.
